Investigating Taiwan's Economic Development Predicament from the View of Political Economy

摘要

本文論述的背景係針對當前台灣經濟發展已面對的許多問題，包括產業升級、經濟轉型、永續發展，以及全球化與兩岸競合；其中，因牽涉策略抉擇、體制調整、環境變遷、經濟佈局等認知分歧，並也觸及理念哲學差異，皆擇要深入探究其爭議性之政經關係。全文論點以政治經濟角度，從台灣經濟發展面對問題的爭議性質，首先在學理上，對經濟學有所偏見的一些迷思提出反省與原因探討，其次，再就經濟問題的共識與否及其政經決策關係，由經濟學層面引申到政治經濟學層面；然後，說明經濟學與政治經濟學之間的相關困惑難題與政策抉擇。這些分析皆列舉以問題取向，在學理與發展經驗方面分別探討，試圖找出當前台灣發展相關的政治經濟學內容；並檢討全球化對台灣的經濟影響。最後，結論是：相信經濟學家，並「經濟歸經濟，政治歸政治」。全文重點的意義層面包括：經濟學的反思（回應經濟掛帥）、公平社會達致（檢視政治經濟差異）、經濟學與政治經濟學分析及困惑、兩難困境抉擇、發展的本質、成長的奧秘、時間與政治經濟、全球化效應。

This article is to review the issues that Taiwan's economic development had met through the political economy viewpoint. Firstly, we probe into the questions and introspections as to the myth of prejudice against the economics. Secondly, we transfer from the aspect of economics to political economy which refers to the consensus of economic problem and the relationship of political economy policy. Then, we illustrate the dilemmas, difficulties, and political and economic trade-offs between Economics and Political Economy. The said analysis based on the problem oriented, and referred to the theory and developing experience respectively. We then will try to sort out the solid political economy for current Taiwan development, meanwhile, and examine the effects of globalization to Taiwanese economic afterward. The conclusion is to trust the economist, and to leave economic policy to the economist.
