Economic Relation between Taiwan and China

摘要

台海在全球經濟失衡以及區域經濟整合趨勢下，迅速簽署ECFA，台灣的經貿腳色與地位在推拉間向中國靠攏。金融海嘯引發的全球景氣衰退和歐債危機，形成一股強大的推力將台灣的出口導向亞洲新興市場；另一方的拉力則是來自東亞區域整合趨勢和中國內需擴大，產業內貿易（intra-industry trade, IIT）在東亞的增加使得台灣對中國的經濟依賴加深，而區域經濟整合參與的進展也備受牽制。本文分析當前馬政府的兩岸經濟施政，認為加速ECFA投資保障簽署應以掌握核心競爭力為要，在區域經濟整合趨勢下積極開發東亞市場，並爭取加入TPP以提升台灣國際化地位。

After global financial storm, Taiwan and China signed ECFA which could make Taiwan too economically dependent on China and therefore politically vulnerable. This study examines the concerns of unstable economic situation and its spread, its impact on Taiwan, the development of economic integration in Ease Asia, and the likely impact of agglomeration of economics on the future effects to Taiwan. The study concludes by drawing lessons for Taiwan on how best to respond to the threats with sustainable development policies which should focus on economic restructuring, innovation system building, talent fostering and international participation.
