台灣與東協主要國家之經貿互動關係

摘要

台灣赴東南亞地區投資已逾五十年，且為強化企業赴東南亞地區投資及經營政府自1993年始即提出不同階段時期的「南向政策」，藉以提升台灣產業全球佈局。然而，現今政府政策仍無法提出深耕東南亞的產業政策，仍舊沿襲既有過時作法，失去我國企業融入東南亞主要國家經濟活動的機會。本文目的係以探討台灣與東協六國的投資與經貿關係，並以進出口貿易數據、投資數據、人民互訪等統計數據，說明台灣與東協六國的經貿關係。此外，本文也從兩地產業的角度，提出台灣應有的產業佈局，與兩地間產業的競合關係，藉由掌握台灣如何善用東南亞的資源與市場。本文以四部份進行討論，首先，前言部份，說明政府政策的發展及其重點。其次，則是說明台灣與東協六國的貿易與投資關係。再者，分別從企業及國家經貿戰略角度來說明台灣與東協的機會與挑戰。最後，則提出結語，說明政府與企業如何參與東南亞的經濟活動及可行之作法。

Taiwan enterprises have done foreign direct investment in Southeast Asia for more than 5 decades; and Taiwan government authority has raised a ”Go South Banner” with various contents since 1993. The purpose is to strengthen Taiwan's industrial competitiveness in the global market. However, if we look at the current ”Go South Policy,” we find that it does not carry any new initiates for Taiwanese enterprises to participate in emerging economic activities in Southeast Asia. The purpose of this article is to explore economic interactions between Taiwan and ASEAN-6, which adopts economic dates covering trade, investment, and people visits. Furthermore, this paper suggests Taiwan should take advantage of industrial complementary character between Taiwan and ASEAN in order to do globalization. Based on above, this paper includes 4 parts. First of all, preface of this paper briefly introduce Taiwan ”Go South Policy” since 1993. Secondly, it elaborates economic interactions between Taiwan and ASEAN used various economic data to evidence how close economic relations between them. Thirdly, it discusses possible market approaches for both private and public sectors in Taiwan to understand their prospects and constrains in Southeast Asia. Finally, conclusion part suggests feasible approaches for Taiwan in Southeast Asia in the future.
