國民黨的中國政策
Ma Ying-jeou's China Policy and Strategic Arrangements
摘要
國民黨主張海峽兩岸終極統一。馬英九自2008年總大選獲勝後，積極開啟兩岸大交流，其內涵與國統綱領的中程階段頗為吻合。目前國共皆認知「防獨勝於促統」，在政策作為上，馬英九的中國政策和胡錦濤的對台六點主張，若合符節。但馬在操作過程，先向中傾，再向美移動的手法，清晰可見。對外，馬極宣導休兵策略，不與中國爭，避其鋒芒以求和。對內，國民黨利用民進黨的台獨立場，壟斷北京的惠台政策。北京方面對於馬英九推進中國政策的力度與進度不夠，迭有怨言。榮譽主席吳伯雄積極為馬英九進行緩頰與修補，以化解北京對馬可能的疑慮，然後再技巧地將「一個中國」拉回「各表」的位置。從國共的交流過程看來，中國的政治行為充滿反覆性。中國最講原則，但對做法卻也最講彈性。國民黨善用了這個特質。眼前馬英九還不敢碰政治深水區，因後果難料。但時機一旦成熟，他就可能順理成章地涉水而過。

The Kuomintang, KMT, advocates ultimate unification across the Taiwan Strait. Since Ma Ying-jeou won the presidential elections in 2008, he has actively opened up and boosted cross-strait exchanges, as fitting the medium stage of the National Unification Guidelines. Ma's policy is in accordance with former Chinese President Hu Jin-tao's six-point opinions. Currently, both KMT and Chinese Communist Party share the same strategic goal, i.e., ”anti-independence rather than promoting reunification.” Nevertheless, it is clear that Ma always tilts towards China first, and then, moves back to a pro-US position. Diplomatically, Ma advocates the truce strategy, avoiding any confrontation against China. Domestically, the KMT makes use of the DPP's independence stance and monopolizes Beijing's preferential policy towards Taiwan. Beijing complains about Ma's slow pace of the unification process. Honorary Chairman Wu Poh-hsiung actively helped Ma clarify his political stance and make up his relationship with Chinese counterparts, and then skillfully drew KMT's position back to ”One China with different interpretations.” The political behavior of the Chinese leaders is full of repetitiveness. Chinese leaders always stick to the principle but very flexible in the practice. The KMT fully takes advantage of their dispositions. Ma has not dared to touch the political deep-watered areas so far because the consequences are difficult to predict. However, he will do that when the timing is ripe.
