Using the theoretical frame of Mediated Suffering, this study investigates how the Taiwanese news represents Philippine suffering over the past three decades (1986-2016). The research found that Taiwanese news usually represented Philippine suffering negatively. The results indicate that Taiwanese news as a mediation of social relations not only constructed negative stereotypes of the Philippines but located it in a disadvantaged national status. The discovery would help the researcher to make an argument that disaster news discourses were created to constitute the "not close relationship" between Taiwan and the Philippines.
