摘要

本文主要探討自美國發生九一一恐怖攻擊事件後，緊接著又蔓延至東南亞，印尼峇尼島和菲律賓三寶顏巿相繼發生爆炸事件，此一恐怖分子攻擊活動，未來可能對高雄港所造成的危機風險，並以目前港區營運作業及實地訪查方式，分析比較來檢視、研究高雄港各項安全防護設施功能，以提供高雄港局業務單位參考及提高港區從業人員對「反恐怖」行動的意識警覺。

The purpose of this study is to evaluate the damages that may cause if the terrorists attack Kaohsiung Harbor. After the terrorists attacked the World Trade Center in New York City, they extended their attacks to the southeast Asia-- the explosion in Bali Island and Philippine. Then people all of the world started to be alert about these terror attacks. There is no exception in Taiwan, we have to be prepared to cope with this crisis. This study does the staff survey and physical exams the Harbor's security facilities to evaluate the operation of the Harbor. Hopefully it will be a good reference to the Authority and people work there.
