超高層大樓之火災防救對策

Fire Prevention and Rescue Strategy of the Extra-Tall Building

摘要


超高層建築物使用型態以多元化為導向,具備特有的「集中風險」。由於人員、財物和活動集中,一旦發生重大火災,所造成之損失、影響層面既深且廣。本文希能藉由檢討國內過去所發生之火災案例與歸納目前各專家學者對於超高層建築物所作之研究,來研擬超高層大樓火災之防救對策,以提供超高層建築物行政管理及工作人員了解超高層建築物火災之特性,知悉超高層建築物火災防護及搶救之重要性;並以「新漢來世界中心」為例,將ICS理念融入指揮體系,進行搶救推演,協助消防救災人員搶救超高層建築物火災時不致手忙腳亂,才能有效迅速控制火勢,避免因救災不當而導致更多的傷亡及財物損失。

The extra-tall building take the various operational type condition as the guidance, and has the unique ”concentrate risk”. Once has the fire disaster, it will cause the losses, the influence coverage deeply and broadly on account of personnel, belongings and activities centered.This paper hope can draft and plan the fire prevention and rescue strategy of the extra-tall building through examine the domestic fire accident in the past and generalize the research regarding extra-tall building by various experts at present, to provide the administration and the staff in extra-tall building understand the fire characteristic of the tall building, learn about the importance of fire protection and rescue to extra-tall building; And cite the ”NEW HAN-LAI WORLD CENTER” for example to melt the ICS idea into the command system, to process the rescue drill, to assist the fireman rescue the ultrahigh layer building fire disaster methodically will be effective and rapid to control the fire situation, avoid causing more casualties and belongings losses because of the disaster salvage is improper administration.
