我國工業安全管理與職業災害預防現況之探討

摘要

我國職業災害生率一直居高不下，政府為降低職災發生率，陸續發佈「勞工安全衛生法」、「勞動檢查法」，經多次修正及並頒訂強化執行方案及獎勵措施，然職業災害發生率仍遠遠高於其他先進國家。探究其因，與事業單位對安全管理之重要性缺乏認知，且未能有效積極地實施安全管理有極大之關係。本研究先從我國在職業災害之相關法令、規範，及統計方式進行探討，並探討造成職業災害之「直接原因」，並借教育界常用之「行為改變技術」，探討如何塑造勞工安全行為，進而形成企業的安全文化，並提供具體性建議，以供相關業界在工業安全管理及教育上參考。

Taiwan has long suffered from the highly rate of occupational accidents occurrence. To reduce the occurrence rate of occupational accidents, the government has enacted of labor safety and hygiene law and labor inspection law. Notwithstanding the fact that the lows have been implemented and revised with good rewards, the occurrence rate of occupational accidents of Taiwan is still levitating higher than those of many advanced countries in the world. One of the principal causes is the lack of the concept of safe management. The purpose of this research is to introduce the conditions of occupational accident statistic mechanisms first. Then the direct cause of occupational accidents will be investigated. Finally, the safe culture of enterprise will be established by using Behavior Modification Technique. Moreover, the safety management and education will also be suggested to the industries as reference.
