The traditional acquisition strategy for defense systems has adopted the grand design or waterfall-like process. Due to its insensitivity to changing needs and its stepwise refinement, the acquisition life cycle is taking too long and costing too much. This paper analyzes the associated evidence for supporting this argument, and furthermore, through the literature review, to construct the possible theoretical solutions to this issue. Then, by examining the similar problems observed in Taiwan, the possible alternatives for improving relevant issues are described.
