摘要

九○年代以後，隨著中共綜合國力的增長，「中國威脅論」也逐漸成為周邊國家與國際間其他強權的疑慮。對此，中共於二○○三年年底提出「和平崛起」作為其國家總體戰略新思維。此一戰略除了確認未來中共國家戰略發展目標之外，對內則進一步激發民族主義情緒，使人民能持續忍受經濟改革過程中的痛苦與對於政治改革腳步緩慢、貪污腐敗的不滿情緒，而有助於維持其政權合法性與正當性；對外則反制各項妖魔化中國的言論，並試圖降低周邊國家與美國對於其崛起所導致威脅的疑慮。上述兩方面都有助於中國在和平的環境下從事發展，最終成為強權、甚至繼蘇聯之後的超強國家。然而，實際上，北京的國家戰略與其他國家並沒有本質上的不同，未來崛起時也由於面臨「權力移轉」衝突的危險，以及內部各項危機而難以走上不同於第二次世界大戰日、德崛起的道路。更有甚者，其「和平」崛起將以其他國家包括台灣與存在領土爭執國家的安全威脅為代價，並為區域與全球和平與繁榮投下無可忽視的陰影。

Almost all the scholars in researching mainland china affairs are agreed that China has been rising as a strong power of the world in general, the pacific-Asia region in particular. There are, however, different opinions about what powerful state people's Republic China (PRC) will be, and whether Beijing will keep the states qua after its ascendancy from the world politics? In this article, the author try to outline the real features of the PRC's intention through analyzing its national Strategies. Only then can we know China will be a threat or not in the future and get ready for it.
