本研究蒐集921集集大地震,各層級政府之應變決策、救災人力及資源數量資料及日本與國內相關之建議整備數量,結合國家地震工程研究中心所開發之「台灣地震損失評估系統」,完成台灣地震損失推估系統於地震災害初期災情即時評估及應變決策之作業機制或準則,並結合搶救災資源資料庫達應變決策之應用。
This study collects data and analyzes quantitatively the demand for the urban spatial planning and emergency response from experiences of the 921 Chi-Chi Earthquake and Japanese seismic events. This study also establishes related procedures and/or formulas to estimate qualitatively and quantitatively the resource demand for earthquake disaster preparedness and response by using Taiwan Earthquake Loss Estimation System (TELES) as a decision-marking supporting toll.
