安全是避免危機發生的基礎,良好的組織氣候是組織安全績效的核心。過去許多關於飛航安全與組織氣候的研究多以航務與飛航駕駛員或客艙服務員爲主,鮮少探討機場運務部門與人員。但其實運務人員亦爲飛航安全把關的第一道防線,是預防飛機失事的重要關鍵人員之一,故本研究以機場運務人員爲研究對象,探討航空公司組織氣候對運務部門安全氣候及運務人員安全績效的影響。經由結構方程模式(Structural Equation Modeling, SEM)之驗證分析,結果顯示:航空公司之「組織氣候」會顯著正向影響運務部門之「安全氣候」及運務人員之「安全動機」,運務部門之「安全氣候」候會直接正向顯著影響運務人員之「安全知識」、「安全動機」、「安全順從」及「安全參與」,運務人員之「安全知識」會直接顯著影響其「安全動機」及「安全順從」,運務人員之「安全順從」會直接顯著影響其「安全參與」的行爲;且運務部門之「安全氣候」可有效預測運務人員之「安全績效」。
Many previous studies on aviation safety mainly for the airline pilots or cabin crew. Few have put the focus on the ground crew, one of the most important and front-line key persons to prevent aviation accidents from happening. Therefore, this research aim to examine the influences of organizational climate on safety climate and safety performance in airlines' ground operations. A survey was distributed to ground operation crew in Taoyuan Airport in Taiwan. By employing Structural Equation Modeling, the survey results were analyzed. The findings include that there are significantly positive causal relationships between: (1) organizational climate and safety climate; (2) safety climate and safety performance; (3) organizational climate, safety climate, and safety performance. Moreover, safety climate could effectively predict safety performance.
