The "All-volunteer Military System" is one of the most important tasks in military strategic planning. Apparently, this is one way street with no space to return for the latest development. Out of six factors, which are "Political and Legal, Social and Cultural, Economic Conditions, Technological Development, Financial Resources, and Population Structure", in terms of effectiveness, merely "Political and Legal" is considered as a significant factor and the rest of others show no significance at all. Focusing on the current situation of "birthrate-declining and aging society we are facing, defense budget dilemma with constraint" along with the above six factors, and based on the analyses, we provide inspired recommendations to "the strategy and military transformation under All-Volunteer Military System" on the following issues: (1) the change of organization structure to maintain the effective military management, (2) the professionalism and specialization by the knowledge-oriented thinking, (3) the doctrine revolutions provide innovative military transformations. Through brainstorming process and analyses, the recommendations we made might be helpful to re-enforce the management's objective and effectiveness in terms of All-Volunteer Military System that we anticipate it can improve the integral military war-fighting capabilities.
