摘要

在現代數位網路資訊戰爭中，因為發動戰爭的成本較低，不易有設備人員的折損，再加上隨時可以發動攻擊，爭取資訊優勢已經成為現代國防上，最重要的一環，面對現代資訊安全威脅，主要國家全都積極建立和發展網路作戰能力。網路戰可輕易破壞敵對國家的指揮、管制、通信、資訊、情報、監視及偵查（C4ISR）系統，達到不戰而屈人之兵的效果。資訊緊急應變能力與網路基礎設施是國家經濟繁榮、國防安全、政府效率的保證，網絡空間安全，更關係到我國能否繼續保持經濟競爭力和軍事優勢。

For modern network information war, due to its lower cost and without easily endanger equipment and staff, the techniques of network attack and defense has become most important for modern national defense. All major countries establish the information superiority against computer malicious code attacks. Network warfare command can easily destroy hostile countries, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR) systems. Computer emergency response and network infrastructure influence the country's prosperity and national security that cyberspace security, is also related to our ability to continue to maintain economic competitiveness and military superiority.
