應用運動觀光永續發展指標探討台灣高爾夫球場經營

摘要

近年來政府與民間業者不斷持續推廣運動觀光，除了爭取國際間之大型賽會，也愈來愈重視國人的休閒運動環境。在運動觀光的規劃過程中，必須經由嚴密的評估，及妥善的規劃，落實觀光服務設施之興建及各項完善配套措施等，發揮觀光資源潛力，同時維護環境品質，以營造優質運動觀光旅遊為發展目標。高爾夫運動在台灣的發展日益興盛，越來越多人將高爾夫視為休閒或是競技運動，日漸的普及程度促使高爾夫運動在台灣社會已成為熱門的運動。但高爾夫運動因球場的設置大都位於山區以及山坡地，因此在環境生態保育的議題上引起爭議，進而引發出社會問題甚至政治問題來，間接地影響高爾夫運動的發展。本文藉由文獻分析之方式，利用運動觀光永續發展之文化、經濟、環境、管理、社會等五項層面，分析並探討台灣高爾夫球場之經營，期望有助於高爾夫產業之蓬勃發展，並促使台灣運動觀光資源達到永續發展之目標。

In recent years, the government and private industry continue to continue to promote sports tourism, except for major international tournament, but also an increasing emphasis on people's leisure sports environment. Sightseeing in the planning process in motion, we must go through rigorous evaluation and proper planning, implementation and construction of tourist facilities of the complete set of measures to create a high-quality sports tourism as development goals. Golf in the development of Taiwan's growing prosperity, more and more people will be treated as recreational or competitive sport of golf, has prompted growing popularity of golf in Taiwan society has become a popular sport. But the golf course is set due mostly in the mountains and hillsides, thus causing environmental and ecological conservation issues in dispute, and thus lead to a social problem and even political questions, indirectly affect the development of golf. In this paper, by way of literature analysis, the use of cultural, economic, environmental, management, social and other five dimensions of sustainable development of sports tourism, analyze and explore golf courses operating in Taiwan, hoping to help the booming golf industry, and to promote Taiwan sports tourism resources to achieve the goal of sustainable development.
