摘要

運動賽事全球化時代的來臨，利用國際賽事塑造國家形象及提升競爭優勢，為現代國家實力展現的趨勢，突顯國家優勢與掌握申辦關鍵因素，方能自競爭對手中脫穎而出。本文目的旨在臺北市政府於2017 年世界大學運動會 (Universiade) 申辦過程中，首先從分析過去申辦失敗經驗，其次探討國家政策和政治人物支持，再者探究臺灣對外關係及國際大學運動總會 (International University Sports Federation, FISU) 互動。本研究以文獻分析法，從書籍、期刊、報紙、政府法規及公報等管道，蒐集相關文獻資料，進行閱讀、整理及分析，並獲致結論如下：一、臺灣在國際外交上與中國競逐受到阻礙，以致於參加及舉辦國際賽會上的困難，政治人物未能重視，無法給予強而有力的支持，運動相關政策改革不足；二、肇因於兩岸和平互動及良好溝通管道，並積極推動申辦國際運動賽事相關法令與政策，以及重要政治人物支持推動申辦國際賽會事務；三、積極參與國際運動組織，與國際大學運動總會保持密切善意互動，並在國際大學運動總會擔任要職，且協助申辦事務推行；四、維持兩岸良好關係與交流模式，促進臺北申辦世大運邁向成功之道。藉由分析2017 世大運成功申辦經驗，期望能為未來臺灣在申辦國際賽事的競爭力有所助益。

Sport events have ushered its global era. It has become a trend for a country to present its power by using international competitions to build national image and improve competition advantages. Only by highlighting national advantages and mastering application key elements can a country stand out in competitors. This paper firstly analyzed failure experience in previous applications and then discussed national policies and political figures’ support and finally explored Taiwan’s external relations and interaction with FISU in the application course of 2017 Universiade. Based on literature review, this study collected related literature data for reading, arrangement and analysis from channels of books, journals, newspapers, government laws and regulations and bulletins and gets the following conclusions: 1. Due to political and economic elements of the government moving into Taiwan and hinders from China in international diplomacy, it is difficult to take part in and hold international competitions. Moreover, politicians didn’t value this and give strong support. Sport games policies are not enough in reform. 2. International games affairs application was promoted for cross-strait peace interaction and good communication, actively promoting related laws and policies of applying international sport games and important politicians support to promote international games affairs. 3. Taipei succeeded in applying Universiade for good relations in member countries, close and kind interaction with FISU and being important title in FISU. It is expected to do help for the competitiveness of Taiwan to apply international games in the future by analyzing the successful experience of Universiade 2017.
