The purpose of this research was to explore how dispatching is run by dispatching agencies in Taiwan, and to look into issues such as the welfare and working conditions of dispatch workers and the relations and dispute settling between workers and dispatching agencies. In-depth interviews, literature reviews and content analysis have been used to carry out this study. Interviewees were staff of four dispatching agencies with Taiwanese, Japanese and French backgrounds respectively. The authors also provided analyses and suggestions on three aspects of human resources dispatching, including the composition of dispatch workers within dispatching agencies, the corresponding rights and obligations of the two parties, and the future trends of using dispatch workers in the business of human resources dispatching.
