行政院勞委會七十八年十月起,開放引進外籍勞工,暫時解決產業及家庭勞力不足之問題,然而在外勞政策開放後,對於來自不同種族、文化、語言及生活習慣之外籍勞工,時有出現管理不當情事發生,高雄捷運外勞抗爭事件造成國際人權關注,是最為顯著的事例。依據勞委會職訓局統計資料,截至95年10月底,製造業在台最多,外籍看護工人數居次,可見老人照護市場需求不斷昇高,對於監護工管理是不容忽視的。綜觀我國對外籍監護工管理之研究,顯少以外籍監護工角度探討現行管理制度,相關討論及文獻亦相當有限。本研究以由外籍監護工之主觀感受對於現行老人安養護機構之工作、生活、訓練及休閒管理四大面向來探討,以立意取樣選取9名外籍監護工進行質性訪談。研究結果發現:語言溝通障礙、工作分配不公及受歧視、職前訓練不夠紮實、對自身勞工權益不甚瞭解、工作負荷及複雜度遠超過想像、新進人員與家人連絡受到限制、工作以外的問題不敢反應、休閒活動單調及戶外休閒活動被受限制等,是造成外籍監護工適應不良及壓力產生的主因。針對研究結果研擬改善建議,以提供機構管理者及仲介業者做為參考,協助外籍監護工減少適應問題及壓力,進而使機構內長者能得到最佳之照顧。
The aim of the present study is to explore the perception of the foreign nurse aides on the care issue for the elderly caring in institutions. A qualitative method was employed in 9 nurse aides in institutions. The findings found that there were many barriers in the services for the elderly included language communication, practical serving skills was insufficient; the respondents were not familiar with their own working rights and self interests. In addition they expressed the working load and job complexities were far beyond their imagination. The new employees were slightly restricting and monitoring for their communication with their relatives and friends. They were not enough channels to talk about their personal affairs and problems beside the regular job. Their leisure activities were monotone and the outdoor activities were limited. We suggest the authority and the institutional managers should pay more attention to the needs of the foreign nurse aides living and working in the elderly institutions.
