摘要

身心障礙老人牽涉到老人及身心障礙二類的福利體制，根據衛生署2009年統計資料顯示患有身心障礙的老年人口逐年增加，故了解患有障礙老人之健康特質，及分析其醫療福利使用情形顯得重要。本研究目的是探討影響身心障礙老人，對醫療福利之利用需求相關因素分析。研究方法藉由搜索國、內外之文獻，整理出有關身心障礙老年人口之健康特質與其醫療福利利用的相關影響因素。研究結果顯示老人福利與身心障礙福利之獨立，可減少身心障礙老人因同時使用這兩類福利制度，所造成的福利資源被重覆耗用；在醫療使用需求部分，可結合醫療院所和社區，來提升身障老人之照護者的認知、和對於慢性病的管理，間接減少醫療資源的耗用。

The welfare system about Disabled Elder is really complicated because it's involved two domains which in disability welfare and Senior Citizen Welfare. According the data revealing that elderly people with disability was increasing by the year from department of health in 2009. Therefore, the review paper aims to examine how about the medical welfare utilization in elder with disability is. The methods is reviewing the lately 10 year papers which from CEPS (Taiwan) and Pub Med. Finally, the result is both of disability welfare and Senior Citizen Welfare separated maybe reduce the over utilizing. In the medical utilization factors, we could cooperate with the primary health care and community, and promote the health cognition of caregiver and elder with disability. For reducing the over utilization of medical resource, it's important to select the medical utilize and to control the chronic disease.
