政府交通接送服務的心意,失能者收到了嗎?失能者選擇搭乘計程車就醫之原因初探

Barriers to Use Governmental Transportation Service among People with Disabilities in a Local Area

摘要


目標:就醫交通問題是失能者無法有效獲得醫療資源的主因之一,政府因此提供交通接送服務(復康巴士、長照巴士)因應失能者的需求,卻仍有部分失能者改搭計程車就醫,本研究目的乃深入探討失能者選擇搭乘計程車就醫的原因,進而了解失能者行之需求。方法:以搭乘計程車就醫的失能者為研究對象,半結構式問卷為研究工具,經訪員訓練後,委託某計程車司機進行深入訪談,訪談內容面向包含(1)資訊獲得:您知道政府有提供交通接送服務嗎?若有如何知道?(2)過去經驗:曾有使用過政府提供之交通接送服務的經驗嗎?經驗為何?(3)評估原因:為何選擇計程車接送?與(4)建議事項:對於政府交通接送服務有何建議?結果:研究結果發現有復康/長照巴士搭乘經驗的失能者改搭計程車的主要原因為時間配合;未曾搭乘復康/長照巴士的失能者則為條件不符、心理障礙、時間配合與住家遠近;對於政府交通接送服務的建議事項包含延後預約時間放寬服務對象設籍限制、開放外勞申請、彈性增加陪同者人數、服務時間拉長、增加臥床服務內容、政府與計程車公司簽約。結論:政府交通接送服務不單純只是復康/長照巴士數量不夠造成失能者難預約的問題,事實上低收入戶失能者的心理障礙,以及他縣戶籍、外勞、臥床等條件不符的情形也是需要被重視的課題。

Objectives: Transportation problem is a main barrier to effectively receiving healthcare resources especially among people with disabilities. In order to meet their demand, Transportation Service including Fu-Kang bus and Long-term care bus has been offered by the government. However, many people with disabilities still go to a doctor by taxi for their healthcare needs. The purposes of this study are to investigate the reasons of taking taxies for healthcare among people with disabilities, and to examine their transportation needs. Methods: People with disabilities who took taxies for healthcare services were enrolled as study subjects. Semi-structured in-depth interviews were conducted by a taxi driver who having received adequate interviewer training. The interview questions covered four themes as follows: (1) Information: Did you know the governmental transportation service for people with disabilities? How to use these services? (2) Experience: Have you had any experiences to use the governmental transportation service for people with disabilities? What were the experiences? (3) Reasons: Why did you take a taxi for healthcare? (4) Suggestions: What is your suggestion for the governmental transportation service for people with disabilities? Results: The research findings showed that the main reason for taking taxies is time coordination among people with disabilities who have used governmental transportation service; conversely, psychological consideration, not meeting service conditions, time factors, distance between home and hospital are the main reasons among people with disabilities who did not ever use the governmental transportation service. Finally, this study suggests that the governmental transportation service for people with disabilities includes extend the service application convenience, application for foreign workers, increasing number of vehicles, more service hours at night and on weekend, additional recumbent service, and cooperation with taxi companies. Conclusions: Barriers to access the governmental transportation service is not simply vehicle quantitative problem, but also need to consider user's psychological condition to increase their utilization.
