家庭外籍看護工照護失能老人面臨之困境與問題初探

摘要

隨著台灣高齡化社會的來臨，撫養比的提高以及雙薪家庭的增長，使得長期照護人力需求增加，在本國家庭照護人力成本高以及供應不足下，許多未將失能老人安置於安養機構的家庭，則選擇申請外籍看護工以照護家中之失能老人；然而外籍看護工在台灣家庭不僅需負擔照護失能老人的工作，亦常須打理家務等雜事，且初來乍到、人生地不熟，語言與人際等磨合問題也是許多外籍看護工所面臨的。本研究使用開放式問卷，使用深度訪談方式，訪問外籍看護工及其雇主，藉以瞭解外籍看護工之工作負擔及所面臨的問題。外籍看護工來到異國工作，勢必面臨不同程度的文化衝擊，除了適應及學習雇主之語言文化以及生活方式外，我國之外籍看護工常面臨額外之工作負擔等問題，本研究希望藉由深度訪談，了解家庭外籍看護工實際面臨的困難，以提供未來相關單位立法保障外籍勞工權益之參考。

In the aging society of Taiwan, the needs of foreign care workers have been increasing due to the increase of ”support rate” and ”double wage family”. With the high wage of limited local care works, many families of mentally or physically disabled elderly prefer to hire foreign care workers to help to care the family members. However, the foreign care worker in Taiwan would not only need to care for the senior, but they would also be required to do household chores. They must also deal with problems all foreigners must face, including communication and cultural differences. This study uses qualitative interviews to recognize the difficulties and problems which a foreign care worker must encounter in the daily working. We aim to provide information to government departments to initiate policies to assist foreign care workers in the future.
