摘要

民國八十九年總統公告「護理人員法」的修訂，加入有關專科護理師的條文，經多年討論，衛生署於94年12月公告內外科專科護理師培訓及甄審等相關法案，為推展精神衛生專科護理師的發展，本研究方法及目的有三：第一部份採問卷調查法，瞭解精神衛生專科護理師之現況；第二部分採焦點團體訪談法，了解有關精神科領域之醫師、護理人員對精神衛生專科護理師的發展培訓課程與建教合作的意見與想法；第三部分採行動研究法，由學界與業界精神衛生專科護理專家組成十人核心小組，共同探討精神衛生專科護理師之發展目標與宗旨、角色功能、培訓課程、成本效益評估等議題。此研究成果可作為未來精神衛生專科護理師發展參考。

In the year 2000, a revision, promulgated by the President, to the Nurse Law, introduced clauses regulating nursing practitioners. Following years of discussion, the Department of Health announced regulations for the training and accreditation of medical and surgical nursing practitioners in Dec. 2005. In order to explore the development of psychiatric mental health nursing practitioners, the following three methods were adopted in this study: (1) Using a questionnaire to understand the current lot of the psychiatric mental health nursing practitioner; (2) Using focus groups comprising invited psychiatrists and nurses in order to gain an understanding of such practitioners' opinions about development, training, and cooperation between schools and the clinical field; (3) Using action research to recruit 10 nursing experts in psychiatric mental health nursing from schools and hospitals, to explore such developmental issues as the purpose, role/function, training programs, cost effectiveness, and so on, of psychiatric mental health nursing practitioners. The results of this research might serve as a reference for the further development of psychiatric mental health nursing practitioners.
