國際觀光旅館採購主管專業職能領域與指標之研究

A Study on the Professional Competence Domain and Index of Procurement Supervisor in International Hotels

摘要


採購對於企業利潤具有絕對的直接影響力,而採購主管所擁有的專業職能,更是企業不可或缺的競爭優勢,本研究之目的為探究國際觀光旅館採購主管專業職能領域與指標,首先運用深度訪談法與文獻探討進行專業職能問卷之建構,採用立意抽樣法進行問卷調查,運用模糊德菲法篩選出專業職能重要項目,再以層級分析法確認國際觀光旅館採購主管專業職能領域、指標、項目及所占權重,並依專業職能之權重分析其重要性及其排序意義。本研究結果發現,就整體領域而言,一般性專業職能重要性大於技術性專業職能,就各領域之權重指標來看,以問題解決能力與採購管理能力為國際觀光旅館採購主管最重視之專業職能指標。研究結果提供國際觀光旅館針對權重較高指標,對採購主管進行人力培育與教材設計參考使用,建議透過本研究之職能領域與指標評估,配合實務上所需其他職能或條件考核,由外部延攬或內部升遷以利旅館獲得優秀之採購主管。

Purchasing absolutely had direct effect on the enterprise profit. The professional competence of assistant purchasing manager was indispensably to the enterprise. The main purpose of this research was to construct the professional competence domain and index of assistant purchasing manager in international hotel. First, the structure of professional competence questionnaire was made by depth interview and literature review, and used purposive sampling to investigate. Then the research used Fuzzy Delphi Method to choose the important item of professional competence and Analytic Hierarchy Process to indentify the professional competence domain, index, items and weight of assistant purchasing manager in international hotel. This study used the weight analysis of professional competence to analyze the importance and rank interpretation. The results were the following: in total domain, general professional competence was more important than technique professional competence; weight index in each domain, the most important professional competence were problem-solving and purchasing management ability. Heavy-weight indices could be used in designing human education course and teaching material in international hotel. The study also suggested international hotel could recruit new staff outside or promote staff inside the organization to obtain superior assistant purchasing manager.
