大陸台商企業以OBU作為資金調度及融資中心之可行性研究分析
Research and Analysis on the Feasibility of Using OBU by Taiwanese Businessman Companies in China as the Funding Dispatch and Financing Center
摘要
兩岸經貿往來日益頻繁，在大陸磁吸效應之下，1991年至2011年，我國赴大陸投資金額高達1,117億美元，金額相當龐大。2011年10月底OBU資產總額已達1433.12億美元，放款總值達到593.41億美元，OBU能否真正成為大陸台商企業資金調度及融資中心，攸關兩岸金融業務往來發展。本研究從現行兩岸制度及規定來探討，在目前大陸投資環境下，台商透過OBU來做資金調度及融資有何優點。最後提出OBU成為大陸台商企業資金調度及融資中心之困難點在哪裡，並提出具體可行性建議作為政府決策單位、銀行業者及大陸台商企業的參考，以落實OBU能真正成為大陸台商企業資金調度及融資中心。

The economic and trade activities of business between the sides of the strait Taiwan and China are getting more and more frequent and under the magnetic effect of Mainland, investment of our country investing in Mainland from 1911 to 2011 reaches as high as USD111.7 billion and this amount is quite huge. At the end of October 2011 the total OBU asset reaches USD143.312 billion and the total lending money amount reaches USD59.341 billion. Whether OBU can really be the funding dispatch and financing center for Taiwanese businessman companies in China that will be relevant to the development of the financial business for the two sides of the strait.This research confers into the system and regulation of the two sides of the strait and under the investment environment of Mainland, at present what kind of advantage Taiwanese businessman will take when OBU is used to conduct funding dispatch and financing? Finally, this research presents on what are the difficulties of using OBU as the funding dispatch and financing center for Taiwanese businessman companies in China. In addition this research presents substantial feasible suggestions as reference for the decision making unit of the government, bankers and Taiwanese businessman companies in China so that OBU can really become the funding dispatch and financing center for Taiwanese businessman companies in China.
