We divided the study into two parts: first part is to investigate the assembly line balancing problem of the cake turntable workstation, by examining the waiting period of the overall work flow of the factory. The research data demonstrate that there is 50% of the idle time of the work in process and the operating cycle is unequal, which results from problems in production lines balancing, improper facilities and operation management. Second part is, in the light of the problems, to make proposals and improvement programs through the management tools such as line balance efficiency and time study, in order to enhance the productive efficiency and work assignment. We expect to raise employee productivity by the configuration and improvement on related facilities. The results is that, firstly, the total productive time of the overall product ion lines causes 4.606 sec. reduction. Secondly, the number of workstation s was reduced from 10 to 9. Thirdly, the aver age time to produce a product brings about 2.675 sec, reduction. Last but not least, the line balance efficiency gets 30.1% raise, and the idle rate gets 30.1% drop.
