桃園地區埤塘永續觀光之發展策略研究

The Research on the Sustainable Tourism Development and the Strategy Associated with the Environment of the Irrigation Pond in Tao-Yuan

摘要

桃園地區因為特殊的地理環境與稻作灌溉的需要，各類型的埤塘在土地開拓的過程中逐漸形成，造就了桃園地區最具特色的農業生態與地理景觀。本研究利用內容分析法與層級分析法進行研究設計，透過文獻回顧以及深度訪談五位專家建立本研究的構面、準則與發展方案；並且回收有效專家問卷15份，以分析各構面、準則與發展方案的權重。研究發現，以埤塘發展永續觀光的總體目標下，五個被評比指標的權重以「環境資源管理」指標最為重要，依序為「社區參與管理」、「遊客經營管理」、「服務系統管理」，以及「開發建設管理」。最適的發展方案以「教育型觀光發展」的整體優先效用最大，其次為「休閒農業觀光發展」。

Due to the unique environment in Tao-Yuan and the needs of irrigation, the special geographic view and rural biology, involving different types of irrigation ponds were formed in Tao-Yuan plateau gradually. The research uses two methods, Content Analysis Method and Analytic Hierarchy Process to analysis the data. Besides, the development projects and the dimension of factor consideration are based on the literature review and the interview with five experts. The fifteen efficacy questionnaires contributed by the experts establish the basis of the development strategies, including the most important index is the 'management of the environment resource', and then the 'management of community's involvement', 'management of tourist marketing', 'management of the service system' and the 'management of development' in order. The development of leisure rural tourist is the second most effective factor of development projects, other than the educational tourist development.
