The purpose of this study is to help tourism industry realizing local medical institutions' willingness, situations, developing the medical tourism, furthermore, and explore the influential factors in developing for medical tourism. From viewing the industry environment and organizational characteristics, a theoretic framework of effects on proactivity of strategy was proposed. Thus, the causal relationships are verified through a quantitative research. Regional hospitals in Taiwan are chosen as research subjects. Four hundred and sixty-one questionnaires are distributed, while 186 were returned. Excluding 20 invalid copies, 166 valid samples were collected. The valid response rate was 36%. The research findings showed that ”environmental abundance”, ”centralization of organization”, and ”reputation of organization” influenced the proactivity of strategy for hospital managers to develop medical tourism.
