我國高等教育革新的重要課題與未來發展之分析

摘要

高等教育具有培育人才、學術研究和社會服務的功能。高等教育辦學績效良窳，深深影響到國家建設及社會發展。政府近年來投入大量教育經費於高等教育革新工作，對高等教育發展有其助益；惟當前我國高等教育面臨內外在環境的挑戰，衍生一些待決問題，有待改善。本文首先分析社會變遷(人口少子女化、民主化、全球化、科技化、永續化)對我國高等教育發展的衝擊；其次剖析我國高等教育發展的重要課題，計有自主治理與績效責任等十大課題；最後提出我國高等教育未來發展方向，包括引導大學定位、分類及特色發展等八大方向。

The three core functions of higher education are teaching, research and community service. The performance of higher education has impact on national and social development. In recent years, the government of the ROC has invested much money on higher education to pursue innovations and reform. Nevertheless, higher education still faces challenges from within and without, and the problems need to be solved. This paper first analyzed the impacts of social changes, which include low birth rate, democratization, globalization, technological development, and sustainability factors, on higher education. Then, it examined the main issues of higher education, including self-governance, accountability, and the other eight issues. Finally, it presented the future directions and trends of higher education in Taiwan.
