新聞報導與訊息科技－初探原鄉防災體系中的媒體功能

本文探討原視未來在部落防災的通報角色及相關建置，藉取日本311海嘯中NHK所發揮之預報功能，以及我國莫拉克風災中的媒體表現，如何將主流媒體所未及的非都會區、特別是位於災難高風險的偏鄉部落，納入原視新聞通報機制，導入並運用數位化、在地化、行動化的訊息科技，發揮原住民媒體在第一線、第一時間服務偏鄉地區訊息傳遞的積極功能。

Natural hazards in remote Indigenous communities present a range of challenges for disaster management and media reaction. Based on the disaster-managing experience from Japan, this paper suggested approaches of consideration for the development of a policy to empower indigenous media to share more responsibilities in disaster prevention across the indigenous communities. This paper also proposed that the Taiwan Indigenous TV should use information technology to establish a localized news-gathering mechanism to target the need of indigenous communities when emergency occurred.
