本研究之目的,係就台灣高科技產業探討企業間是否存在著研發外溢效果,以及人力資本與資訊科技是否對研發的外溢效果具有正向的影響。本研究以2006年台灣上市上櫃公司中的資訊電子業為研究對象進行分析,實證結果發現,同業創新活動對於組織創新績效沒有顯著的影響,故整體樣本平均而言,並未發現研發外溢效果。鑑於研發外溢效果可能存在橫斷面差異,故本研究進一步考量人力資本及資訊科技在研發外溢效果上所扮演的角色。實證結果發現,公司之人力資本對於研發外溢效果並無顯著的影響,然資訊科技方面,則顯示資訊科技投資程度對於研發外溢效果有顯著正向的影響。整體而言,若公司本身進行較多的資訊科技投資,此一較為完善的資訊科技將有助於公司對於同業之創新活動的知識與經驗加以學習與吸收,進而在公司內部儲存與轉化,產生研發外溢效果,此研究結果補充了過去相關研發外溢文獻之證據,同時對於實務上管理者如何有效吸收研發知識,應具參考價值。
The purpose of this study is to investigate whether R&D spillover effects exist among Taiwanese high-tech firms, and to examine whether human capital and information technology contribute to such effects. We take the Taiwan listed and over-the-counter firms in the electronic and information industries as a sample to test our hypotheses. The empirical results show that R&D activities of other firms in the same sub-industry have positive but insignificant effect on organizational performance (i.e. R&D spillovers effect). This result indicates that, on average, the R&D spillovers effects do not exist. Moreover, this study finds that the corporate human capital cannot reinforce R&D spillovers, but investments in information technology do. This result helps firms verify the importance of IT investments in absorption of innovation related knowledge and, further, provides helpful management implication for the practice.
