澎湖休閒農漁業發展策略

The Development Strategy of Leisure Agriculture and Fishery in Penghu

摘要

澎湖群島擁有豐富的海洋資源，再搭配上當地特有的農漁村人文風情、傳統民俗文化、地質景觀、自然生態等獨自特色的資源，深具發展休閒農漁業的潛力。本研究針對將針對近幾年來持續推動的休閒農漁業節慶活動『澎湖菊島海鮮節』進行分析檢討，並研擬具體可行發展策略，供作爲澎湖農漁村未來發展休閒農漁業之參考。結果摘要如下：
一、澎湖地區擁有不同於台灣地區之農漁村特色，而且在澎湖所發展的休閒農漁業係以漁業爲主軸、農業爲輔的發展模式有別於台灣地區的單純農業行爲，再搭配現有曲折多變的海島地形及地質景觀，也有一般島嶼之氣候特性，以及豐富的海洋資源與生物多樣性等優勢，具有發展休閒農漁業的價值與潛力。
二、爲使當地休閒農漁業發展能與自然生態環境和諧共榮共存，導入生態旅遊之經營模式已是世界之趨勢，將可同時滿足資源保育、休閒遊憩、農漁民生計等三大訴求，達到永續發展的目標。
三、爲利澎湖地區休閒農漁業的推動，依澎湖地區當地特性研擬（一）合作經營策略；（二）結合在地農漁村傳統文化策略；（三）農漁村體驗永續發展策略；（四）建構休閒農漁業服務系統策略；（五）整合行銷之策略等5項策略，並擬訂了13個配套措施，以利各項策略之落實及推展，達到其永續發展的目標。

Penghu Archipelagoes is rich in marine resources. With the unique culture and custom of farming and fishing, traditional folk culture, geology landscapes, local ecological characteristics, Penghu have a great potential for the development of leisure agriculture and fishery. This study will address the continuing promotion been happening the last few years of leisure agriculture and fishery festive the last few years of leisure agriculture and fishery festivals called ”Penghu Seafood Carnival.” Based on which, a practical and specific review strategy for the future of agricultural/fishing villages is provided as reference when the development of Penghu agriculture and fishery is concerned. The results are as follows:
一、Unlike Taiwan, Penghu has its unique farming and fishing. The main development of leisure agriculture and fishery in Penghu is fishing and supplemented by agriculture which is different from simple agricultural in Taiwan. With its complicated and various topography and geological landscapes, islands climate, rich marine resources and biological diversity, Penghu has the value and potential to delve and potential to develop the leisure agriculture and fishery.
二、In order to harmonize and prosper the development of leisure agriculture and fishery with the ecological environment, it is the trend of the world to execute the eco-tourism business model, which will be able to meet the needs of the resource protection, leisure and recreation, and also livelihood of farmers and fishermen to attain the purpose of sustainable development .
三、To propel the leisure agriculture and fishery industry in Penghu, there are five strategies proposed based on the local characteristics of Penghu: 1. the co-operating strategy; 2. the cultural strategy of the combination with traditional farming and fishing; 3. the sustainable development strategies of the farming and fishing experience; 4. the strategies of construction of leisure agriculture and fishery service system; 5. the strategies of integrated marketing. Also, three more supplementary measures are proposed to fulfill and motivate all the strategies to achieve our final goal of sustainable development.
