摘要

土地使用管理的目地是求土地資源的合理利用與保育。在這個過程中，是需要確實掌握土地利用的現況，並配合法令規定，分析其自然環境的限制，做爲未來土地需求與發展之構想。本文以澎湖地區的蒔裡爲研究區，利用不同時問的航照影像，將多幅影像正射化糾正，並結合地籍圖成爲整合性的資料庫，以獲取土地利用變遷的定期監測及土地利用現況之了解。並以Arc/Info巨集指令，在X視窗環境發展應用系統使用界面，達到易學易用的效益。其功能包括建檔、查詢、資料複核等應用系統，提供地籍圖之建立、地籍資料複核、更新維護及土地利用製圖等應用。最後並說明整合航照、地籍與資源資料庫之應用實例，包括：研究區自然環境分析、土地利用變遷分析及土地行政管理等各階段性任務之應用。本研究之工作經驗可提供土地使用管理資訊化之參考。

The purpose of land management is to balance the development and conservation of land resources. This would include at least a thorough understanding of landuse situation, an evaluation of the environmental constrains and a comprehensive land use master plan.Multitemporal orthophotos were used for landuse mapping and change analysis. The GIS technique was applied to integrate digital orthophotos, cadastral maps and thematic maps of other resources.A query system has been designed under x window operation environment for land management applications. It is concluded that this study could be an example as the starting point of the automation of land management.
