This paper, based upon my observation while I participated in student activities, explores why problems emerge when students involve themselves in issues of university autonomy. With the support of interpretations from Justices of the Constitutional Court upon freedom of speech, this paper also surveys how school regulates the establishment of student clubs. As for methodology of data analysis, there will be studies on related domestic cases, discussions upon relevant academic publications, as well as the context of how administrative orders have evolved. The purpose of this paper is to examine whether present regulations on student clubs accord with the requirement of free speech. Furthermore, there will be suggestions as how it is possible to facilitate the promotion of students' rights of free speech. It is hoped that the authorities and college staff will find this paper insightful when implementing the counseling work of student clubs.
