建構與應用網際網路空間資訊系統於坡地災害管理

Development and Application of Web-Based Geospatial Information System on Management of Slope Hazards

摘要


台灣由於地理位置與地質條件特殊,經常發生地震、颱風、豪雨,進而觸發山崩與土石流等坡地災害,對民眾生命財產構成嚴重威脅。為了有效整合運用與災害防救相關之各種空間資訊,並同時讓社會大眾與政府機關的大量使用者,都可以快速而方便地使用這些資訊,需要發揮網際網路的優勢,建置一個以坡地災害管理為主題之空間資訊系統。本研究以Google Earth API開放源碼為基礎,整合了多時期之福爾摩沙二號衛星遙測影像、無人飛行載具拍攝之高空間分辨率影像、地面全景攝影、以及所有與坡地災害管理工作相關之空間資訊,建構了一個「多尺度遙測空間資訊系統」,並經過壓力測試,確保透過雲端平台進行服務的量能。本系統自2010年正式上線服務以來,歷經2次地震,10次颱風與8次豪雨事件的考驗,本文特別選取其中四個應用的實例,說明如何協助坡地災害管理工作,加強民眾參與,以達到資訊開放共享、深植防災觀念,強化政府分析研判能力的目標。

The particular geographic location and geological features make Taiwan a country that is often under threats of earthquakes, typhoons, torrential rains. These natural disasters thereafter cause landslides and debris flows on mountainous areas and put the safety of nearby villages in great danger. To integrate and apply all kinds of GIS information related to disaster prevention and rescue and share them to the government and the public, this study establishes a GIS system that concerning the management of slope hazards. Based on the open source of Google Earth API, this study builds "Multi-Stage Remote Sensing GIS System" which integrates Formosat-2 satellite imagery, UAV images and panorama images. Through several pressure tests, this system is able to provide stable service via the cloud platform. Launched in 2010, it has been through 2 earthquakes, 10 typhoons and 8 torrential rains. In this article, 4 actual cases will be delineated on the role that this system plays on managing slope hazards, encouraging participation of the public, sharing disaster prevention information, and assisting the government on policy making.
