摘要

Despues de la Guerra Fria, cambios profundos de poder y seguridad han formado una nueva imagen del sistema internacional. Se muestran nuevas dimensiones cambiadas de la politica de seguridad y de las jerarquias de poder. Ademas, se nota una regionalizacion creciente, que va acompanada por conflictos por el predominio regional entre estados. Las nuevas potencias regionales aumentan su peso tanto al nivel regional como global. No se presentan solo como nuevos actores en la politica mundial, sino que la configuran activamente y tienen una influencia creciente en el sistema internacional. Brasil, la nueva potencia emergente y aspirante al liderazgo regional, es un objeto de analisis interesante, dado que el pais muestra, por un lado, ambiciones claras de querer desempenar un papel mas poderoso a nivel internacional y por otro, aun no ha logrado asegurar la lealtad suficiente por parte de los seguidores necesarios dentrode la region. El presente articulo analiza el fenomeno de los nuevos poderes regionales y sus caracteristicas principales. El ejemplo de Brasil servira para estudiar un caso ejemplar de un poder regional emergente. El enfoque de la investigacion es puesto en las ambiciones regionales de este pais. Se abordaran los desafios que Brasil esta enfrentando dentro de la region, y se analizara hasta que punto los estados vecinos estan dispuestos a apoyar a Brasil en sus aspiraciones politicas.

After the Cold War, radical changes of power and security have formed a new picture of the international system. New dimensions of security policy and hierarchies of power have come up. Furthermore, an increasing regionalization can be identified, which is accompanied by conflicts between states regarding regional dominance. The new regional powers increase their power and influence at the regional level and at the global level as well. They have not only become new actors in the world politics, but have also gained a growing influence on the international system. Brazil, the new emerging power and an aspirant for being a regional leader, is an interesting object of analysis. The country displays, on the one hand, clear ambitions to become a global player, on the other hand, Brazil cannot ensure the allegiance in the region sufficiently. This article analyzes the phenomenon of new regional powers and their main characteristics. The example of Brazil has been chosen to serve as typical example of an emerging regional power. The article focuses on the regional ambitions of this country. It addresses the challenges Brazil faces in the region, and analyzes, whether neighboring states are willing to support Brazil in its political aspirations.
