摘要

本文針對中共學術行政、公安及共軍等系統秉承上意，加速推動、設立駭客技術人才訓練處所，充實訓練課目，以大量培育網路對抗人才方面規劃；以及中共集團駭客在資訊戰方面攻防演練情形，延伸研究其對外網路攻擊策略、電腦後門程式及病毒散布及網路攻擊方式，並輔以實例來探究中共網路戰成效。本文並在結語中提出有關中共網路資訊戰的展望，俾使我方能達「知己知彼，百戰不殆」之目的。

In this article, discussions are focused primarily on the PRC's talents cultivation plan on cyber war. By following authority's instructions, the PRC's various sectors including academic, administrative, public security and military systems have kept building more training schools, increasing training programs, and recruiting huge amount of hackers. Information warfare drills for offense and defense initiated by trained hackers will also be the focuses. Beyond that, extended researches on the PRC's cyber war strategy, backdoor viruses implanting and methods of distributing virus will be reviewed. Coupled with some case examples, we may be able to learn the performances and results from the cyber wars waged by the PRC. And based on all these, we may then in the conclusion have a clearer picture of the PRC's information warfare developmental plan in the future, and thus reach the goal - ”If you know both yourself and your enemy well, the victory is assured.”
