市民災害防救手冊規劃設計

自然界的變動原為地球物理現象的反應，然在全球人口突破七十億之際，天、地、人之間的交會衝突，卻成了一次又一次的強烈文明震撼，災害防救的課題也在如是的大環境下，成了世界各國致力發展的重點。事實上，防災工作並非獨賴少數族群即可成就，日本311事件更點出了「有無防災意識」為臨災時生死存亡的分界點。有鑑於此，政府的防災規劃，如何具體的落實為一般民眾的防災認知，是為防災體系中相當重要的一環。本研究以此為出發點，規劃能普及於一般民眾的「災害防救手冊」，藉由深入淺出、淺顯易懂、圖形視覺化等風格設計元素，整合可能遭遇之災害簡介、如何準備防災應變包，以及擬定應變計畫等資訊，做為建立民眾正確防災觀念與提升防災意識的媒介，讓民眾能在平時就各類型災害之突發情況有基本的認知，進而擬定適切的應變措施；此外，為能讓民眾瞭解自家鄰近之避難場所與路線，以利災時能迅速前往避難場所疏散，本研究亦考量一般讀者的閱讀習慣，首創將各類型災害的防災地圖，以摺頁的方式結合於此一手冊中。如是之規劃設計，有別於常見之防災宣導文宣，更能切合於民眾之需求，並提高防災地圖的普及率，可為其他地區就相關文宣未來規劃、研擬之參考。

During the last several decades, disaster prevention and protection has been brought to public attention. The 311 Earthquake in Japan indicated that public disaster consciousness has a primary role in the disaster prevention and response plans. Hence, the implementation of the government programed disaster prevention plans can be practiced as the public cognition is of paramount importance. For this reason, a linking medium that is used to connect public cognition with the project of government's disaster prevention and protection programming is necessary. This study proposes a public disaster prevention manual to serve the critical purpose mentioned above. This manual presented essential knowledge and information that is related to disaster prevention and responses, and is presented in simple words and images. The results of this study could have considerable impact on implementing disaster prevention and response programs.
