高雄海洋城市的發展機制之研究

A Research in Development Mechanisms of Habour-city Interdependency in Kaohsiung City

摘要


高雄是南部地區的陸運中樞,海運興盛,空運也具國際機場規模,陸、海、空等三度空間上絕佳的運輸配合條件,三者交織形成很重要的經濟地理關聯效益。本文除了提出亟待解決的重大區域發展課題與解決方案之外,亦思考在打狗港都漫漫的歷史長河中,在廣闊的地理空間中,以及在時間、空間與社會相互影響、相互辯證之下,是如何促動了各朝代、各階段港市的演進與發展?且如何構築港口基礎?又如何搭配施為者即人的作用力,以共同形塑打狗港都的景觀特色?本文認為目前高雄市發展機制的產生,除了來自由上或由下的力量之外,也需要來自面對全球化,在地化以及永續發展的面向來處理,一個跨域治理來自全球化、地方思考及永續發展的城鄉思考。高雄海洋城市宜以跨域治理(合作),來釐清自多尺度的區域地理學(區域和地方)、以及浮動界線、區域認同、城鄉關係等關鍵題;並且未來都市發展計畫的調整方向應為:舊港區的再發展計畫,可以把舊港埠轉型文化休閒產業與商業發展,最近鼓山漁市場轉變為休閒餐廳與停車場可為顯例。再者,廣達五百八十公頃的多功能經貿園區,也可有效將臨港區的重化工業區變成經貿、製造、休憩觀光、倉儲轉運專區等多功能、多目標使用;最後,自由貿易港區法通過後,高雄洲際貨櫃中心計畫暨自由貿易港區也應戮力以赴,求其早日實現,以開拓海洋城市之新紀元。

Kaohsiung city, located in the southwest of Taiwan, because of its superior natural conditions, many government constructions, and people's diligent efforts, has already become the importantly strategic location of chemical industry in Taiwan since the post-war. Kaohsiung city, an important location of traditional industry, is also influenced by the trend of globalisation seriously. As result, how to adjust industrial structure to respond the change is becoming a key issue that is influencing the development of Kaohsiung city as an Ocean city in the future, including the progress of the regional centre, the development of Kaohsiung habour and its connection with other nearby. It can be stated that Kaohsiung habour, the most important window of importing and exporting trade by sea for Taiwan for a long time, is always the important foundation of Kaohsiung economic industry. There is a need that Kaohsiung city shall incorporate the advantage of the Kaohsiung habour and International airport, as the foundation and the centre of economic activities of seven counties and cities of south, to offer various kinds of professional services of finance, trade, transportation, storage, logistics as the good foundation for development of the Ocean City from now on.
