行政機關資訊科技半專業人力發展策略之研究-個人特質之調節變數分析

摘要


本研究之目的在應用「工作能力」及「工作意願」雙構面策略類型的基本概念,探討行政機關「矩陣結構組織」資訊科技半專業人力發展之策略,並以「個人特質」相關因素對「資訊科技採用態度」進行分析淨相關分析及調節性多元迴歸分析(MMR),以解釋資訊教育訓練經驗對資訊科技採用態度、電腦使用能力、以及資訊工作績效在實證研究上不一致的現象,俾據以修正行政機關資訊科技半專業人員遴用及訓練等人力資源發展之策略。在針對某地方行政機關社會局48名資訊小組成員進行自填問卷調查分析中,發現資訊工作經驗與電腦使用能力對資訊科技採用態度有顯著之交互作用效果,性別爲抑制電腦使用能力與資訊科技採用態度關係之抑制變數,而參與資訊小組年資及處理資訊業務經驗則爲影響電腦使用能力之前導變數,本研究並進一步調查分析資訊工作需要及電腦使用能力的落差,做爲現階段資訊小組成員電腦在職訓練規劃設計之參據。

The purpose of this research is to apply two constructs-'work ability' and 'working willingness' as the basic concept of human resource development strategy in local government. We discussed and empirically tested the moderating effects of personal characteristics on the attitude of information technology (IT) adoption. The study samples forty-eight matrix structured team members who are semiprofessionals on IT to fill questionnaire. The empirical result, based on partial correlation analysis and moderated multiple regression (MMR) modeling approach, provided preliminary evidence supportive of the hypotheses advanced in this paper. Specifically, the working experience on IT and the ability of using computer have interactive effect with adoption attitude. Furthermore, sex as a suppressor variable and seniority as an antecedent variable which weaken the relationship between the ability of using computer and adoption attitude. According to our findings, the organization has digital divide between the needs and the using abilities of computerization. This research has a strategic role for adopter of IT.
