The paper presents the construction for School-Based Prereferral Intervention Service Delivery Model in De-Yin Elementary School. This model is constructed under the concept of a new integrated assistance system and 3-tier counseling operation system. The authors explain the motivation and concepts of constructing this model, and introduce the first-step instruction remedial group and voluntary individual guidance team, and the second-step teacher assistance team (TAT). How the TAT team provides consultation and assistances to general remedial group is also discussed. Therefore, students with learning difficulties and behavior problems can get better educational services before they are referred.
