社區工作者核心能力之探討:專業社會工作者之經驗與觀點

The Core Competences of Professional Community Workers: An Explorative Research of Taiwan

摘要


社區工作是社會工作的三大工作方法之一。從歷史事實來看,在1970年代以後,社區工作的發展未能如個案工作、團體工作般有明顯的專精化發展。但在1990年代以後的經濟全球化時代中,包括台灣在內的各國政府,乃致力推動針對落後及沒落地區的振興政策,社區成爲新時代的社會政策主題之一。進而激發專業教育者投入對社區工作教育的討論。又核心專業能力內涵乃專業教育設計中首要釐清之議題,而有探討的必要性與急迫性。本研究以具專業背景、實際投入社區提供服務之專業社區工作者爲對象進行訪談,依據受訪者的實際工作經驗,歸納出彼等對社區工作核心專業能力的判斷。本研究發現:專業社區工作者認爲提供專業服務中所需具備的能力,包括:認識社區及與社區建立關係;對社區情況進行評估判斷;組織的能力;與社區居民團體協力;資源統合的能力;行政能力,以及與自省與成長的能力。而在專業教育方面,專業社區工作者認爲價值與態度的培養;實務技巧;及體系性的課程規劃是專業教育中所必須重視的。作者歸納研究結果,希冀可以有助於專業人才教育與訓練設計,以及發展社區工作實務教育的參考。

Community work is categorized as one of three main professional methods of social work. In the history of community work development, community work has not developed gradually as well as case work and group work in 70s, it is underdeveloped. Till 90s, facing the attacking from economic globalization, governments are making efforts to help the underdeveloped and downgrade communities by community work. Community work gets much attention in this decade. The further focuses are what the core competences are and whether professional community work education could provide full training for community social workers in their practical field. To care for the focus above, this research explores what the core competences should be in the practical field in Taiwan. By theoretical sampling, four professional community workers are interviewed to explore what the core competency they take in their profession service. Based on interviewees' opinion, the findings are as follows: 1. Seven core competences which include 'understanding community and building relationship', 'assessment', 'organizing', 'resources collecting and managing', 'administration', 'introspecting and learning' are generalized and highlighted. 2. 'Professioal value and attitude', 'practical skills' and 'systematic course' are highlighted by interviewees for professional education. Bases on research findings, several professional education issues are discussed in this paper.
