提昇社區能力的輔導：一個短期的行動研究

摘要

社區工作雖被定義為透過專業者協助及促進社區變遷或提昇社區能力的專業，但是有關專業協助歷程及效果的討論並不多見。筆者乃設計一行動方案，以協助社區的實務歷程為素材，進行專業工作效果之討論。即本文乃筆者2011年對於某內政部補助之旗艦計畫社區的專業輔導歷程之分析與討論。本輔導方案乃內政部旗艦計畫之子計畫項，輔導方案內容包括實地社區輔導、研習授課二部分。筆者透過方案執行中之輔導紀錄及省思，結合社區幹部及縣市（公所）輔導員在方案執行中的反應，彈性調整輔導內容及研習主題，而完成全年的輔導。透過以執行過程中的輔導筆記、座談紀錄、內省及前測、後測數據作為分析資料，以討論本輔導方案的效果與適宜性。同時，作者對「社區幹部怎麼看待社區工作」、「社區領袖怎麼看待自己的角色」、「行動者怎麼輔導社區」、「社區領袖對輔導的回應」、「輔導設計的困難」、「輔導的效果」、「累積了那些經驗」等六實務議題進行省思，也對延伸的政策議題及專業發展議題進行討論。作者期待本文可以作為一項實務經驗分享，以激發實務工作者間的知識交流。

Although community work is a helping professional method for promoting community capacity and ability enhance, the papers relative to the practical experience and effects in community work are rare. This paper is an action research program based on the practical experience of an action program which executed by author in 2011. The action program is a sub-project of flagship project supported by Ministry of the Interior. The research data materials include survey data, conference records and work records. Several practice issues are discussed in this paper. The discussed issues include ”what community work is from community leaders' perspective”, ”what community leaders view themselves are”, ”how community could be helped”, ”what did the community leaders response to the action program”, ”the gap between goal and tool in practical community work”, ”what happened of action program”, and ”what experience is cumulated”. Author except this paper might bring practical experience sharing among practical community workers.
