摘要
政策之制定需要多方面之考量，設計政策之擬定取向係直接受到「政府部門」的決策過程、「推廣單位」的執行策略以及「研究機構」持續的技術取得與公平移縛，設計的專業性均在此三種策略性單位之互動結果下取得多數產業與社會大眾之認同。如果未來全球化的趨勢不變，科技研發仍是工業政策的主要內容。當前台灣正準備以設計提升產業面對全球化之競爭力的同時，有關設計之政策易陷於全球化與本土化兩種相對性概念，並且中、長程之設計政策走向亦未見明確規劃。本研究係藉由系統理論架構，探討台灣目前設計政策所對應之政府部門、推廣單位與研究機構三造之間的政策實施與作為，檢討發生中的全球化與區域化趨勢，對未來台灣社會、經濟、文化、國際分工等影響。並於後續研究中實施專家訪談以擬定政策發展劇本。本研究之最終成果將可作為「設計政策白皮書」之參考，期望能藉由體制上支援台灣行政決策單位以宏觀的角度，形塑設計文化提升台灣國際形象與競爭地位。

The design policy is usually adapted from the government offices, and the operational strategies from promotion institutions, but the technology acquisition and transfer are from research departments. This study intends to build a clear systemic model to describe the contents of design policy and its decision process. The initial study is to review relevant literature and some interviews with design experts are conducted. The purpose is to establish design globalization and further offer a ”white paper of design policy” for Taiwan's government offices, promotion institutions, and research departments. Hopefully, the design policy component could make a significant contribution to the establishment of a design system.
