台灣地方文化館之發展歷程研究

摘要

為配合行政院「國內旅遊發展方案」、「挑戰2008國家發展重點計畫」－「新故鄉社區營造計畫」，文建會推出「地方文化館」的計畫，希望透過文化館的成立，讓各地都能有一個在地的文化據點，呈現地方文化特色；期望它具有社區博物館的精神與性質，能充分吸納社區民眾參與，為社區民眾而存在。在歷經三年的地方文化館計畫推行後，除了增建不少硬體建設外，這些文化設施是否與民眾生活相互符合？或是在政策執行的過程中，如何重新思考地方文化館的未來定位和社區永續發展的動力，是我們目前正要面對的課題。本文研究重點，主要在探討台灣地方文化館的發展現況、相關執行目標和策略，以及由個案實例的執行經驗，對地方文化館未來發展的核心價值進行研究。

In order to cooperate with the Executive Yuan's such projects as ”The Internal Tourist Development Project”, ”The Challenge of 2008-The Main Projects for National Development” and ”The New Community Project”, the Council For Cultural Affairs (CCA) has put forward ‘The Local Cultural Museum Plan', hoping that the establishment of the cultural museums of a certain locality will help preserve the local history and manifest the cultural characteristic of the locality. The CCA also hopes that the residents of the locality will positively participate in the activities planed by the community museum. Three years have passed since the plan began in 2002. Many local museums were built. But we wonder if the facilities of the museums have any impact on the community. It is time to evaluate the CCA's policy. By means of case study, this paper will survey the current situation the local cultural museums have faced and review the goal and the strategy the CCA has adopted. Most importantly, it hopes to find out the right direction 'The Local Cultural Museum Plan' should keep in mind.
