永續社區發展生態旅遊現況之初探

摘要

自1987年，「世界環境暨發展委員會」在「我們共同的未來」報告中提出「永續發展」的概念之後，全球掀起了一股生態旅遊熱潮。近年旅遊對於當地社區與人文衝擊的問題也越來越重視，而永續社區的發展可以協助國內由下而上推動永續發展的工作，也能落實社區總體營造及利益共享的永續家園。建構永續社區發展共包含生產、生活、生態及生命四大面向，永續社區發展，其目的應該在於實現「經濟發展、社會公平、環境保育、文化傳承」之社區永續願景，而生態旅遊是促進地方社區永續發展的最佳途徑，使社區居民其有生態知能與生態環境意識，凝聚社區共識，經由社區得自主能力，改善社區自然生態環境、經濟與保存社區文化。本研究主要採用文獻回顧法進行台灣地區生態旅遊發展之現況初探，由本研究結果得知，政府應建構一完整生態旅遊評鑑準則及監測制度，作為永續發展之基礎，從對環境的關愛去體驗自然，從生態旅遊中培養正向的態度，發展地方文化特色，提昇社區的認同度。

Since 1987, ”World Commission on Environment and Development(WCED)” was proposed the report of the ”Sustainable Development” concept in the ”Our Common Future”, ecotourism set off a global travel boom. Outbound travel in recent years for local communities and the Humanities and the question of the impact of future more attention, and sustainable community development can help to promote sustainable development from the bottom up domestic work, but also to implement community development and shared interests sustainable homes. This study establish a sustainable community indicator system of four aspects with production, daily life, ecology and life, than sustainable community development should achieve at achieving ”economic development, social equity, environmental conservation, cultural heritage” to sustainable communities vision, While ecotourism is to promote sustainable development of local communities in the best way, so that community residents with ecological knowledge and awareness of the ecological environment, promoting community consensus through the autonomous communities in the ability to improve the community natural ecological environment, the economy and the preservation of community culture. This basic study used literature review conducted by the Taiwan community's ecotourism development analysis, the results from this study that, the government should build a complete ecotourism evaluation criteria and monitoring system as the basis for sustainable development, from the environment to experience the love of nature, ecotourism from foster positive attitudes, and the development of local cultural characteristics, enhance the recognition of the community.
