摘要

資訊科技（IT）的發展與應用促成了資訊的流通，拉進了人際間的距離，但也衍生出侵權、盜用、抄襲、色情氾濫、侵犯隱私等各種資訊倫理議題。在邁入二十一世紀資訊社會的過程中，要避免或減少資訊倫理議題對社會的衝擊，無疑地，資訊人員對於IT使用的倫理行為將具關鍵的影響。因此，本文整合傳統決策理論、企業倫理決策研究及MIS倫理研究等方面的文獻，提出一個MIS倫理決策模式，包括五個階段：界定資訊倫理議題、產生倫理方案、分析倫理方案、制定倫理決策及回顧倫理決策等，希望引起MIS學者對這方面的注意。另外，本文根據文獻整理的結果，提出每個階段主要的關鍵課題、並歸納解決每個課題的相關理論，以作為IS人員決策的指導原則。最後本文以一個實際個案為例，說明MIS倫理決策模式的適用性。

As IT is making greater advances and is widely applied to all walks of business, the ethical issues caused by IT, such as piracy, privacy, software risk etc., inevitably will continue to have significant impact on society. This study by thoroughly integrating related theories and literature so far on computer ethics, business ethics, and decision making models, tried to propose a MIS ethical decision model. The decision making process of our model includes 5 stages: (1) recognition on ethical issues, (2) generation on ethical alternatives, (3) analysis on ethical alternatives from ethical existing theory, (4) implementation on ethical decision, and (5) assessment of the effectiveness of the ethical decision. In each stages, we propose several key issues to have IS professionals make ethical decisions while using IT. Finally, a case concerning ethical dilemma of IT use is analyzed to test the effectiveness of the model.
