摘要

本論文主要研究新加坡輔助警察制度，運用深度訪談法訪談至新加坡擔任輔助警察之我國國民與新加坡輔助警察公司管理幹部，以深入了解新加坡輔助警察制度及對臺籍輔助警察案例進行分析。新加坡在警力缺乏的情況下，將部分警察公權力委外，促成一種新型態的公私協力，並大膽運用臺籍輔助警察作為國境線上與重要據點的安全維護人力，完整運用第三造警力協助正式員警維安。在輔助警察公司的薪資誘因下，擔任輔助警察成為我國國民未來移民新加坡的另一種管道，輔助警察一職在未來亦將持續吸引我國國民前往新加坡工作。本論文建議，第一，我國未來可建立輔助警察相關法規與制度，將警察部分勤、業務委外化，減少警察負擔，進而使正式員警得以專注於重大刑案偵辦與新型態之網路犯罪。第二，建議我國於未來運用居留外僑成為輔助警察，使其成為我國警察與外籍民眾之橋梁，增進我國國內治安。第三，建議政府應與輔助警察公司及人力仲介公司協商，以避免我國國民遭到過長之輔助警察工時剝削。

The present research explored the Auxiliary Police system of Singapore through in-depth interview. The interviewees were Taiwanese who work as auxiliary police officers in Singapore and the supervisors of auxiliary police company. The present research in order to probe into the auxiliary police system in Singapore and case study on Auxiliary Police Recruit from Taiwan. Singapore government is outsourcing part of police power due to lacking of police officers, such policy contributes a new form of public-private cooperation. Fully utilizing the third-party policing for security, Singapore government boldly dispatches Taiwanese auxiliary police officers to its boarder and important facilities around the country. With the appealing wage rate, working as an auxiliary police officer not only draws Taiwanese to Singapore but also becomes a newly developed approach for Taiwanese who desire to immigrate to Singapore in the future. The author proposed following suggestions. First, Taiwanese government can establish an auxiliary police regulation and system to outsource part of police power in order to alleviate the workload of the Taiwanese police so that they can focus on investigating felonies and cybercrime. Second, Taiwanese government can recruit foreign residents as auxiliary police officers whom can be the bridge between police officers and foreigners in Taiwan. Third, Taiwanese government should negotiate with auxiliary police companies and human agency which recruit Taiwanese to Singapore to avoid the exploitation of auxiliary police working hours.
