For recent few years, e-learning has been adopted by most of primary and secondary high schools. In fact, almost every fundamental courses are utilizing Internet-assisted instruction through school network. The main purpose of this study is to develop an internet-based instructional material for music literacy course in community college. A complete need assessment is performed to obtain information from the target students, teachers and network administrators prior to the implementation of this Internet-assisted instruction system. An in-depth interview is done to investigate whether these applicants have an interest towards the participation of this learning tool. The outcome indicates that most of the potential learners are in favour of this learning system while some students refuse to utilize it due to current work commitments and leak of time for additional works.
