This paper discusses the trade-off between the economic development and environmental protection in terms of governance of marine resources. Attention, then, being paid to sustainable development of marine resources and distinct marine natural resources into renewable resources and exhaustible resources. The paper also discusses how economics activities have impacted on marine resources and in what way these issues might encapsulate the legal concern. This paper concludes that a holistic governance approach which would be greatly facilitated by the development of a comprehensive and coordinated national oceans policy, similar to those already adopted by a number of States. Such policies would provide guiding principles and detailed programmes to enable and encourage all government departments dealing with oceans issues, to consult each other and to coordinate their work.
