微生物肥料管理現況與展望

Current Status and Management of Microbial Fertilizers and its Prospects in Taiwan

摘要

農業為國家基本產業，肥料為農業生產之重要資材，肥料品質直接影響農業生產環境、作物生長及農民收益。農民使用肥料多元化，習慣施用以石化原料及礦石製成之氮、磷、鉀三要素單質肥料或複合肥料，搭配使用次微量要素肥料、植物生長輔助劑、有機質肥料及微生物肥料。市售微生物肥料商品日益增加，為保障農友權益及維護土壤生態環境之安全，行政院農業委員會於99年7月29日修正「肥料種類品目及規格」，增列微生物肥料類6個品目及規格，並增修訂肥料登記管理相關法規，將微生物肥料納入管理。目前有6家肥料業者申請取得微生物肥料登記證，14個品牌上市銷售，農民可選用微生物肥料替代部分化學肥料。未來因應微生物肥料研究發展，檢討新增或修改肥料品目，加速審查微生物肥料菌種安全性，簡化業者申辦微生物肥料登記證程序，輔導業者生產符合肥料品目規範之微生物肥料，並將生物性肥料科技研發成果，透過技術轉移予肥料業者，開發創新微生物肥料產品，促進微生物肥料產業發展。

Agriculture is a fundamental part of national industry. Fertilizers are important materials for agricultural production. Fertilizers quality has directly affect the agriculture production environment, crops growth and the benefit for farmers. Farmers have diverse habits for fertilizers application. The straight fertilizers or compound fertilizers usually mix with minor element fertilizers, plant growth enhancing agents, organic fertilizers and microbial fertilizers, etc. The commercial goods of microbial fertilizer have increased drastically. For protecting the right of farmers and sustaining the safety of soil eco-environment, Council of Agriculture had modified the Fertilizer Kind Item and Specification on Jul. 29, 2010, increased six item and specification for microbial fertilizers. Furthermore, microbial fertilizes had been incorporated into the law and regulations for fertilizers registration and management. Up to date, six fertilizer businesses had gotten the registration certificate for microbial fertilizers, fourteen brands on sale for farmers to replace part of chemical fertilizers. In the future, face to the development of microbial fertilizes, it need to reinvestigate the item modify, accelerate the check-up the strain safety for microbial fertilizers, simply the programs for businesses to get the registration certificate for microbial fertilizer, help businesses adjust produce regular products to fit rule of fertilizers items. It will through technical transfer let research achievements of biological fertilizers to fertilizer business to create new products of microbial fertilizer and enhance the industry development of microbial fertilizers.
